      The Bicol Consortium for Health Research and Development was established in 2007 to address the need to establish a strong health research and development coordination system involving various institutions in Region V with interest in health research. Putting them together to work on consortium arrangement will promote complementation thereby increase synergy despite limited resources for Research and Development undertakings.

      The primary objective of BCHRD is to institute/strengthen the system of collaboration in Region V to develop and enhance capacity of research institutions within the region which has interest and engage in health and related researches, as a strategy to improve the health conditions of the Bicolanos.

 

Specific Objectives:
1. Increase the number of competent researchers at least 3% in three years.
2. Come up with eight approved technically & ethically reviewed research proposal
3. Implement/complete at least three collaborative research.
4. Come up with three completed researches ready to be published in a peer-reviewed journal
5. Ethical review of six externally funded research proposals
6. Receive at least three major awards from recognized award-giving bodies:
a) PNHRS
b) CHED Zonal Research Center
c) CHED- NHERA
d) FNRI
7. Establish and strengthen nine (9) linkages between and among Research and Development / S & T networks.
a)    Attain publication of nine (9) quality researches
b)   Attain commercialization of two (2) research findings
c)    Attain approval of nine (9) health researches for funding
8. Produce one health research program on Maternal and Child Health and Nutrition for implementation of concerned institutions.
9. Increase the number of member institution by 50 percent.

The following are the significant expectations of the stakeholders of the consortium

Researchers. The researchers expect to have: a) access to literature/related studies through the database of researches (with abstract) in the regional repository that is linked with the national repository and b) linkage between and among Research and Development / Science and Technology networks.

Member Institutions.The member institutionsbeing a part of the consortium,would like to have an ownership of a shared vision; a stronger collaboration-respect, teamwork, more significant impactful resources; and be recognized nationally for excellence in research that is responsive to health needs/upliftment of lives of Bicolanos

Health Care Providers. The health care providers would like that the researches of the consortium are within priority areas, are implemented with the time schedule (time bound). They also expects that the system of collaboration of the institutions will enhance/ strengthen the capacity of research institutions in developing researches that will answer to the health needs of every Bicolano.

Funding Agencies (PCHRD/DOST). Funding agencies would like the consortium to maximally utilize the funds downloaded to the consortium; that activities and trainings planned and implemented are those that will capacitate the researchers of the Region V. It likewise expects that quarterly reports and audited financial reports are submitted promptly to the funding agencies.

Policy Makers. The Policy makers in the region expects the consortium to be able to come up with quality health researches that will be the basis for the alignment of evidenced based metrics for policy directions and for the utilization of relevant resources responsive to the needs of the community.

LGU/NGA/NGO. The Local government unit (LGU), non-government agencies (NGA) and non-government officesthat the consortium produces researchers of Integrity who can develop quality health researches that will be useful for their program/advocacies; that in the process of the institutionalization of health research in the region the consortium and them will have resource collaboration.

Community/Bicolanos. The community/Bicolanos who are the beneficiaries of the research output, expects to have easy access to health care services and facilities that will result to an improvement in their lives. That through the consortium, they will have equal opportunities to various health program and services of the government by maximizing information dissemination and implementation of health programs of the Department of Health.

Media. The media personnel will have access to the research findings, thus they can facilitate its dissemination through publication in the newspaper (that the research occupies a small portion of the paper). It likewise expects that they be allowed to be the vehicle in informing the public of pool of speakers/researchers within the consortium and other activities like: a) Fora & R & D highlights, symposia; b) workshop trainings; c) conventions; d) exhibits, techno fairs; and e) research competitions.
