In the celebration of the Regional Science and Technology week celebration of the DOST ROV last July 25-27, 2016 at the La Piazza Hotel and Convention Center, the Bicol Consortium for Health Research and Development in cooperation with the DOST V, spearheaded a Forum on Health and Food Safety last July 26, 2016, 1:00 -5:00 in the afternoon at the Sicily/ Milan Hall. The said forum was participated by 40 participants mainly composed of researchers and representatives from public and private agencies, SUC’s, HEI’s and members of the consortium.

The objective of the said forum is to increase awareness of the health and health-related researchers on topics on food safety standards and increasing chances of these researchers to write more fundable proposals for funding agencies.

The lady of ceremony, Ms. Rina Llenaresas started the forum with an invocation followed by the Philippine National Anthem. To welcome the guests and participant, Prof. Michael Montealegre , BCHRD Director delivered his welcome remarks. Speakers of the said forum were Prof. Ida Francia H. Revale, director of Bicol University- Regional Center for Food Safety and Quality Standards (BU-RCFSQA) who discussed food safety standards and Dr. Lilibeth A. Cajuday, faculty-researcher of Bicol University College of Science and has one (1) completed research funded by PCHRD and one (1) newly-approved research.

Prof. Revale started the discussion with the recall on the definition of terms related to food safety and food safety standards. She further explained the do’s and don’t’s for preparing, storing and consumption of food. Dr. Cajuday, explained the cycle of proposal from the preparation, writing, submission, review, revision, endorsement until its approval. She cited as an example her completed research with BCHRD which built her patience and confidence in writing researches. She encouraged the participants to write and submit health and health-related proposals to BCHRD for possible funding.

After the discussions of the two (2) speakers, Dr. Pilita Lucena, Senior Science Research Specialist from DOST V acted as moderator for the open forum. Questions from the audience were directed to the two (2) speakers. Inquiries and clarifications from the participants were answered by the speakers.

To formally close the program, Dr. Ma.Teresa G. De Alban gave her insightful and encouraging words of wisdom to the participants. 

A faculty from Bicol University College of Science (BUCS), Michael V. Montealegre has been designated as the new Director of the Bicol Consortium for Health Research and Development (BCHRD) by President and Chairperson Dr. Arnulfo M. Mascariñas.

Montealegre is a licensed chemist and currently teaches chemistry subjects in BUCS. He finished a degree in Bachelor of Science in Agricultural Chemistry at the University of the Philippines Los Baños (UPLB) in 2001 and completed his master’s degree in chemistry at University of the Philippines Diliman (UP Diliman) in 2015.

He served as chairman of Department of Chemistry, BUCS from 2007 to 2008.. He was also designated as the Special Technical Assistant at BU-CHED Zonal Research Center from 2009 to 2011 and was appointed as the Assistant Director of Bicol University Research and Development Center (BURDC) from 2013 to 2015.

The new director has also been engaged in research for the past years and he won as 2008 CHED Best Regional HEI Research Program Award for the research entitled “Sorsogon Bay Resource Management and Development Program”

Montealegre would be the second consortium director of BCHRD after the term of Dr. Alma S. Banua. (KBC/BCHRD)

                The DOST V, in cooperation with the Technology Application and Promotion Institute (TAPI) and the 3 regional consortia namely BCHRD, BCARRD and BCIEERRD conducted the DOST- Bicol Regional Inventions and Exhibits (BRICE) at the Camarines Sur Polytechnic Colleges (CSPC), Nabua Camarines Sur on September 7-9, 2015 with the theme, “ Philippines: A Science-Nation Innovating and Inventing for Global Competitiveness”. Various activities and contests were held showcasing Bicolano inventions, utility models, industrial designs and professional /student researches both in private individuals and organizations. The event was designed to enhance awareness and interest in the S&T innovations, promotion and advocacy.

                As part of the advocacy campaign, the BCHRD and BCARRD organized the Joint BCARRD and BCHRD Stakeholders Forum at the CSPC Academic Building 2, Function Room on September 9, 2015, whose objective is to increase awareness of participants on issues and policies on health, invention and research.  

 

The forum was started with an introduction of the 2 consortia thru an audio-visual presentation that presented the VMGO and salient activities and services of the two consortia. The highlight of the activity were the lectures shared on: 1) Intellectual Property Policy by Dir. Tomas B. Briñas, DOST V Director and BCARRD Chairperson; 2) Invention Development by Dr. George Colorado, CHED V Director; 3) Ethics Review/ SOP and Requirement by Dr. Sandy C. Lasa, BCHRD-ERC Chairperson and National Dengue Vector Program-Aksyon Barangay Kontra Dengue (NDVSP-ABKP) Ms. Leah Dyn Bellen, the DOST V NDVSP-ABKP Coordinator.  A total of 65 stakeholders were present who took active participation during the open forum. In the closing of the activity Dr. Alma Banua, Director of the BCHRD, encouraged  the inventors  and researchers to continue to come up with new knowledge and inventions that will address the health needs of the Bicolanos.

 This year, the Philippines hosted the Global Forum on Research and Innovation for Health, with the help of the Department of Science and Technology (DOST) and the Department of Health (DOH), in partnership between the Philippine Council for Health Research and Development (PCHRD) and Council on Health Research for Development (COHRED). It was held at the Philippine International Convention Center Manila, Philippines on August 24-27, 2015.

         The target of the Forum was to identify solutions to the world’s unmet health needs through research and innovation. In particular, it aimed to provide a platform and an opportunity for low- and middle-income countries to define the global health research agenda, present solutions and partners for action.

           Over 4,000 stakeholder from the government, business, non-profit, international organizations, academic and research institutions and social entrepreneurs from different countries actively participated. There were 70 sessions that highlighted the importance of giving health solutions by building strategies through partnerships in innovation and research. Six (6) subthemes focused on Social Accountability, Increasing Investment, Country-driven Capacity Building, Food and Nutrition Safety and Security, Health in Megacities, and Disaster Risk Reduction. Aside from the sessions, there were competition on film festival, global health debates, and IT4Health and photo exhibits on varied global health issues and health intervention.

Keio University Medical Science Fund is now accepting nominations for the Keio Medical Science Prize 2015. Established in 1996, Keio University annually awards the Keio Medical Science Prize to recognize researchers who have made an outstanding contribution to the field of medicine or life sciences.

Criteria

·         Nominee must have a breakthrough in the fields of medicine and life sciences, and/or related fields.

·         Nominee must have an outstanding contribution to basic and clinical medicine.

 

Selection

            13 selection committee members and over 60 specialists from various fields, within and outside Keio University, will select laureates through rigorous review process.

 

Eligibility

            Nominees must be currently active in their field of research, and be expected to make future contributions to the field.

 

Prize

            Each laureate receives a certificate of merit, medal and a monetary award of 10 million yen.

The Information and Education Campaign (IEC) of Department of Science and Technology (DOST) Balik Scientist Program (BSP) and other Human Resource Development Programs was hosted in the Bicol Region by the BCHRD on September 25, 2014 at Bicol University College of Nursing Function Hall, Legazpi City.

 

The activity was facilitated by the Philippine Council for Health Research and Development (PCHRD) and Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) as part of the DOST’s celebration of the National Science and Technology Week, with the theme “Philippines: A Science Nation Meeting Global Challenges” which aimed to disseminate information on available DOST human resource development programs that would capacitate research institutions and universities, towards building a “Science Nation”. 

 

Its objective is to strengthen the scientific and technological human resources of academic, public and private institutions in order to accelerate the flow of technologies and stimulates the development of new strategically important technologies that are vital to national development and progress.

 

The resource speakers were Ma.Belen Balbuena of PCHRD and Glenda Sacbibit of  PCIERD who shared the Programs offered and the financial assistance provided, who are qualified to apply/avail the BSP, process for application, obligations and responsibilities of the parties (BSP and applicant). The activity was participated by the BCHRD and the PCIERD members, faculty members and staff from health agencies of Region V. DOST director Tomas Briñas was represented by Dr. Pilita Lucena for the opening remarks, while Dr. Fay Lea Patria M. Lauraya ,  SUC President IV and Chairperson of BCHRD, had delivered the  closing remarks.

November 28, 2014 marks an important event in research and development in Region V. For the first time the Three (3) Bicol consortia namely: (1) Agricultural Resources Research and Development; (2) Industry and Energy Research and Development; and, (3) Health Research and Development holds one of the biggest events in the region, collaborated in undertaking the 2ndRegional Symposium on Research and Development Highlights (RSRDH) that was held at Bicol University College of Nursing, Function Hall, Legazpi City.

Its objective of the activity was to provide a platform for the different stakeholders in Research& Development in the region:to interact, share best practices, information and current trends in R&D that shall contribute tothe research-based solutions to problems in fisheries, forestry, education and health agriculture,aquatic, industry and energy and in health.

One of the highlights of the activity was the research presentation, both in oral and poster exhibit. That comprised of two categories: Student and Professional (R & D research and Graduate Studies).

The winners of the student and professional faculty category shall be the entries of the BCHRD to the Philippine National Health Research System Conference in 2015.

 

 

 

 

The 14th Forum for Ethics Review Committees in the Asia and Western Pacific (FERCAP) International Conference and 1st Philippine Health Research Ethics Board National Conference 2014 was held last November 23 – 26, 2014 at Tagaytay Vista Hotel, Tagaytay City.With the theme, “Embedding Ethics in National Health Research Systems,” the conference highlighted the initiatives towards institutionalization of ethics within national systems and harmonization of good practices across the Asia Pacific region.

 

The objectives of the conference were to: (1) describe concepts, best practices, and initiatives towards embedding ethics in national health research systems; (2) highlight the use of a systems approach at the international, national and institutional levels to promote ethics in research among various research stakeholders; (3) identify gaps, facilitators and barriers to good ethical infrastructures; (4) suggest options and future directions of national research systems to maintain the highest ethical and scientific standards in health research; and, (5) develop relevant models of partnership and alliance building in ethical research that promotes empowerment of stakeholders within context of diverse Asian cultures and pluralistic socio-political systems.

 

The resource speakers were from international and national health authorities, ethics committees, researchers, academic institutions, and pharmaceutical industry. Among the topics discussed were: (1) Challenges and Issues in Health Research Regulations; (2) Empowerment of Research Participants; (3) Effective Governance in Health Research; (4) Models of Health Research Systems; (5) Role of Community Representatives in Research Ethics; (6) Conflict of Interests in Health Research; (7) Indicators of Ethical Health Research Systems; and (8) 2013 Helsinki and Health Research System. 

 

The conference was attended by various sectors and disciplines involved in health research, mainly from Asia and the Western Pacific region. Among them were the delegates from BCHRD, namely Prof. Sandy Lasa of Universidad de Sta. Isabel, ERC Chair and two (2) ERC members- Dr. Aurora Daluro of the Department of Health and Dr. Richard Bartolata of the Bicol University. Likewise with the BCHRD participants were Ma. Theresa de Alban of the Commission on Higher EducationR5 and Prof. Dennis Gogola of Bicol University,

 

The conference contributed in increasing the participants’ awareness on the various ethical models and practices utilized to improve multidisciplinary health research systems.

 

 

 

 

 

BCHRD WELCOMES NICCDH AS NEW MEMBER OF THE CONSORTIUM

The primary objective of BCHRD is to institute/strengthen the system of collaboration in Bicol to develop and enhance the capacity of research institutions within the region which have interest and engage in health and related researches, as a strategy to improve the health conditions of the Bicolanos.

Aligned to the objective is the approval of the membership of having expressed their intent to be joined the consortium. he Regional Health Research Coordinating Council, the consortium's policy making body had approved the membership the NICCDH during RHRCC Meeting this March 20, 2014. As a new member they we be a part of the training offered by the consortium and are to submit proposals aligned with the research agenda of the region. 

 

 

 

PROJECT MONITORING UNDERTAKEN BY BCHRD 

      The 1st quarterly monitoring project monitoring of the research “Characterization And Toxicological Evaluation of Guyabano (Annona muricata)  Leaves Extract” by Prof. Dennis Gogola and Carina Orden of Bicol University Tabaco Campus was undertaken by BCHRD on May 2014. The project monitoring were done by Ms. Marie Jeanne Berroya, Regional Director for Region5, Dr. Alma Banua the consortium director and Mr. Franco Velasco, Project Assistant of the consortium.

        The purpose of the monitoring is to ensure that project implementation is in accordance with what is stipulated in the Memorandum of Agreement and to resolve problem/s arising thereto if any.  It includes 1.) Field visit to Bicol University Tabaco Campus, and 2) Review of the technical progress reports submitted by the proponent.

     The researchers presented the accomplishments during the 1st quarter, together with the problems encountered in the implementation of the project. A number of recommendations were forwarded that focused on the facilities for the experimental animals, seeking approval of the research from the Institutional Care and Animal Use Committee and the need for additional financial resources for the cages of the experimental animals.

       Dean Plutomeo Nieves of BUTC who is an active researcher himself supported the recommendations in particular the provision of financial assistance to the project.
