Basic Research Ethics Training

August 23 – 24, 2021

Via ZOOM Teleconferencing

 

The Bicol Consortium for Health Research and Development (BCHRD) spearheaded and facilitated the Basic Research Ethics Training for budding researchers of its member institutions. The consortium had collaborated with Philippine Council for Health Research and Development (PCHRD) and Philippine Health Research Ethics Board (PHREB) for the conduct of the activity. The training happened last August 23 – 24, 2021 on a virtual setting using Zoom Teleconferencing. The training workshop was essential for institutions to establish a PHREB accredited ethics committee, and guide them how to prepare necessary documentations. Put extra effort in the welfare and protection of the human participants involved in health research, this workshop also aimed to guide the participants the moral dimensions of the research, apply basic research ethics concept, and advocate quality ethical research particularly those researches that involves human participants or human data.

 

The BCHRD secretariat sent invitations to member institutions who signified to establish their own PHREB – accredited research ethics committee and to those institutions that need training on research ethics. A total of 33 participants attended the training. Most of the participants are medical doctors, faculty researchers, social scientists, and budding research enthusiast from their respective institutions.

 

The Philippine Health Research Ethics Board provided assistance throughout the event. The speakers were Dr. Ma. Salome N. Vios and Dr. Leslie Michelle M. Dalmacio, both from University of the Philippines Manila College of Medicine. During the day 1, Dr. Vios discussed the topics: Ethics and Research, Favorable Benefits and Risks Ratio, Selecting Research Subjects Fairly. Dr. Dalmacio discussed the topics: Defining Research Ethics Principles and Preparing an Adequate and Appropriate Informed Consent Process and Form. During the day 2, Dr. Vios discussed the topics: Protecting Vulnerability in Research, Qualified Researcher, and Institutional Controls: Research Ethics Committee. After discussing each of the topic, there was a team up workshop by dividing the participants into 4 groups and review an assigned protocol through a breakout session room in the Zoom. After which, a representative of each of the group will explain the findings about the assigned protocol. An interactive question and answer was also done to demystify some of things regarding research ethics.

 

The secretariat of BCHRD will be in close contact with the institutions to help them in the establishment of their own research ethics committee. After the training, some of the participants especially the young researchers have sent their queries regarding the BCHRD, how to submit proposals and how it can be funded externally.

•All undergraduate students of Pharmacy, Chemistry, Nursing, and Health and Allied Sciences who have thesis proposals on natural products may apply

•Thesis grants will be given to two (2) undergraduate entries per region (subject to availability of funds). After completion of the project, a competition will be held for selected qualified students to recognize their innovative work on natural products.

Region 5 Wins 2nd-Place in the DOST-PCHRD 3-Minute Pitch to Policymakers Competition

 

MARY JOY B. SANDE, R.N., RM., MN., PhDNEd, a Bicol University College of Nursing professor and Bicol HeaRT (Health Research Training) Batch-2 scholar of Bicol Consortium for Health Research and Development (BCHRD) is the region's representative who won 2nd-Place on the recently conducted 3-Minute Pitch to Policymakers Competition last March 17, 2021 01:00 PM via Zoom conference with her winning policy-pitch entitled "Antenatal care: Every Pregnant Mother's Right for Quality Care". The said pitch was sourced from one of the recently concluded researches of DOH CHD V in collaboration with BCHRD and Bicol University entitled "Utilization and Implementation of Antenatal Care Services in Iriga City and Tabaco City". 

Dr. Sande won 20,000Php along with certificates.  

The 3-Minute Pitch to Policymakers Competition is one of the highlights of the Philippine Council for Health Research and Development's (PCHRD) 39th-anniversary celebration with the theme "Strategic R&D Partnership for Global Health." The said competition will focus on the presentation of successfully completed health research studies with aims of exercising and cultivating researchers’ presentation, and research communication skills as a way of sharing evidence to stakeholders and policymakers.

For this year's event, we were able to witness 12 policy pitches of competitors who were nominated by their respective regional health research and development consortia. Competitors will present their completed research in a three-minute, one-slide presentation for a non-specialist audience based on set criteria.

Winners of the competition has received Php 10,000 for the 3rd place, Php 20,000 for the 2nd place, and Php 30,000 for the 1st place.

Prizes for audience votes will also be given as People’s Choice Award worth Php 5,000.

The Department of Science and Technology Region V (DOST V) will lead the 2019 Regional Science and Technology Week (RSTW) on 08-10 October 2019 together with S&T networks/ consortia namely the Bicol Consortium for Agriculture, Aquatic and Natural Resources Research & Development (BCAARRD), Bicol Consortium for Health Research & Development (BCHRD) and Bicol Consortium for Industry, Energy & Emerging Technologies Research & Development (BCIEERD), and DOST institutes/councils [Technology Application and Promotion Institute (DOST-TAPI), Philippine Science High School – Bicol Region Campus (DOST-PSHS BRC), Philippine Institute of Volcanology and Seismology (DOST-PHIVOLCS), and Philippine Atmospheric, Geophysical and Astronomical Services Administration (DOST-PAGASA)], and the Bicol State College of Applied Science and Technology (BISCAST) as host/venue.

This year’s RSTW will feature the S&T Exhibit, Forum, Opening/Closing Programs, Awarding Ceremonies (Plaque of Ownership to Graduated SETUP Customers, Best SETUP Adoptor and Best CEST Community; Project Launch/Signing (Bicol Science Centrum Rehabilitation and Refurbishment, Lot Donation of CNSC to PSTC-Camarines Norte, Pili NICER at BUCAF, Engineering Innovation Center at BISCAST, Modernization of Albay Dairy Plant to Province of Albay and FoodSAFE: Food Safety Assurance for Every Juan) and others. To participate in the various activities are officials/representatives from government and private institutions, academe, media and local government units (LGUs).

Another main S&T event simultaneous with the 2019 RSTW Celebration is the 2019 Bicol Regional Invention Contests and Exhibits (BRICE) where inventors, makers, designers and professional/student researchers will convene and compete for six (6) BRICE awards such as the Outstanding Invention (Tuklas Award), Outstanding Utility Model (UM), Outstanding Industrial Design (ID), Outstanding Creative Research (Likha Award), and Outstanding Student Creative Research (Sibol Award) for High School and College Students. Bicolano regional champions will represent the region and vie for the national awards in the National Invention Contests and Exhibits (NICE) during the National Inventors Week (NIW) in November 2020.

Following the theme for 2019 National Science and Technology Week (NSTW), “Science for the People: Enabling Technologies for Sustainable Development” is also the theme for the 2019 RSTW and BRICE. For Bicol, the Sustainable Development Goals (SDGs) group/cluster includes Resilience and Innovation; Equity and Growth in the Countryside; Food Security, Energy and Environment; and S&T Human Resource Development.

The Department of Science and Technology Region V (DOST V) in partnership with the Technology Application and Promotion Institute (DOST-TAPI) and S&T networks/consortia in the region will conduct the 2019 Bicol Regional Invention Contests and Exhibits (BRICE) on 08-10 October 2019 in Naga City, back-to-back with the Regional Science and Technology Week (RSTW) Celebration.

BRICE is conducted every other year, alternately with the National Invention Contests and Exhibits (NICE) pursuant to Section 4 of Republic Act No. 7459, also known as “Inventors and Invention Incentives Act of the Philippines”. As a regional competition, BRICE recognizes outstanding inventive and creative works in five (5) categories namely: Outstanding Invention (Tuklas Award); Outstanding Utility Model (UM); Outstanding Industrial Design (ID); Outstanding Creative Research (Likha Award) in two (2) sub-categories: government-funded and private-funded; and
Outstanding Student Creative Research (Sibol Award) for High School and College Students. Also, BRICE serves as qualifying round and the regional champions compete during NICE in November of the following year. Qualified inventors, individual designers, makers and professional/student researchers are required to submit their BRICE entries together with the following
documents, completely filled-up, signed by contestant/s and notarized entry forms (one copy each) to DOST V, Regional Center Site, Rawis, Legazpi City on or before 06 September 2019, 5:00 p.m. Note: Pre-Screening of Entries is set on 09 September 2019. Only the owners of qualified entries shall be notified for their participation in BRICE (final evaluation by the Board of Judges).

The Department of Science and Technology Regional Office V conducted an Orientation-Workshop on Maximizing Use of Elsevier's Tools for Research and Publication last May 29, 2019, at Kanzol Hall and Restaurant, Peñaranda St., Legazpi City.


This activity was sponsored by the Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD), one of the sectoral council of the Department of Science and Technology (DOST).


PCIEERD subscribed to Elsevier's Science Direct and Scopus Database to provide access for the State Universities and Colleges (SUCs) and other R&D partner institutions which are anticipated to help scientific publications from the RDIs and academe in the region.

The Health Policy Development and Planning Bureau, Department of Health and the Philippine Council for Health Research and Development, Department of Science and Technology is scheduled to conduct a one day joint meeting to formally launch the new health policy and systems research priorities for 2019 under the Advancing Health through Evidence-Assisted Decisions with Health Policy and Systems Research (AHEAD-HPSR) Program of the Department of Health on January 30, 2019 at  Hotel Jen, Roxas Blvd. Manila.

The AHEAD-HPSR Program has been developed to operationalize the FOURmula ONE for Health (F1) Plus Framework’s commitment to instill a culture of research, strengthen internal analytic capacity in the DOH, and build health policy systems research capacity within the sector.  The objectives of this meeting are as follows:

  • To present the FOURmula ONE for Health (F1) Plus Framework of the DOH;
  • To present the latest updates on the AHEAD-HPSR Program of the DOH (topics and timeliens;
  • To provide a platform for levelling-off among key stakeholders on research contracting and management processes in the DOH and PCHRD;
  • To orient on the Grants-in-Aid Guidelines of the DOST; and
  • To present the Single Joint Research Ethics Review Process in the DOH.

 

Masagca, Clores and Aguilar attends Training of Trainers in the BRM

LEGAZPI CITY - The Department of Science and Technology-Philippine Council for Health Research and Development (DOST-PCHRD) through the Symmetrix Research Consultancy conducted a 3-day training for the Regional Health Research and Development Consortia (RHRDCs) entitled Training of Trainers in the Basic Research Method held last December 3-6, 2018 at the second floor, Carlota-Paz Function Room, Hotel Jen, Pasay City.

Symmetrix Research Consultancy Co. was contracted by PCHRD to lead in developing a standardized training module for the Basic Research Methods Course. This activity aims to produce the first batch of trainers capacitated to deliver the BRM training using the standardized manual that will be produced.

By the end of the course, the participants would be able to:

  1. Identify the topics under each sub-module which serves as the minimum requirements for the topics to be covered in the Basic Research Methods Course conducted by the RHRDCs;
  1. Discuss the important topics covered in each sub-module; and
  2. Give a lecture on the various topics covered by the sub-modules

A total of 32 participants attended the said training including the trainees from Bicol Region namely, Dr. Jimmy Masagaca (CSU), Dr. Vincent Aguilar (BRTTH), Dr. Michael Clores (AdNU), and Kevin Capoles (BCHRD). (KBC/BCHRD)

BRTTH Receives Back-to-Back Recognition

 

            In a span of just two months, the Bicol Regional health Research BRTTH was consecutively recognized by the Department of Health (DOH) and the Forum for Ethical Review Committees in the Asian and Western Pacific Region (FERCAP). Last September 2018, the DOH released its Department Memorandum No. 2018-0367 re: FY 2017 Performance-Based Bonus (PBB) Office Ranking, indicating that BRTTH ranked second best among the Level III Hospitals nationwide, with a rating of 91.50%. While last November 2018, the hospital sent its Institutional Review Board (IRB) Members and Secretariat Staff, together with the Chief of Medical Professional Staff Dr. Salvacion S. Macinas, to Taoyuan City, Taiwan to receive the international recognition as a FERCAP recognized IRB.

            According to FERCAP, the BRTTH-IRB is the 30th IRB from the Philippines to receive this international recognition. They now join 234 other FERCAP recognized IRBs from countries in the Asia Pacific Region.

            These recognitions are in keeping with the Institution’s quest to exceed customer expectations and continually improve hospital operations.

LEGAZPI CITY-As part of the celebration of the 2018 Regional Health Research Week, the Bicol Consortium for Health Research and Development (BCHRD) conducted a one day seminar on Health Research Ethics for Researchers held last November 28, 2018 at BUCN Amphitheater, Bicol University, Legazpi City.

This activity aims to equip with the basic knowledge, skills and attitude pertaining to ethical/legal standards needed when undertaking a research.

Two speakers were invited namely Dr. Sandy Lasa and Dr. Marlyn Daguno of BCHRD-REC to discuss the following topics:
1. Applying Research Ethics;
2. How to be an Ethical Researcher; and
3. Process in Securing Ethical Clearance from an Accredited Research Ethics Committee

It was attended and participated by representatives from Ateneo de Naga University (AdNU), Central Bicol State University of Agriculture (CBSUA), Bicol Medical Center (BMC), University of Saint Anthony (USANT), and Mabini Colleges. (KBC/BCHRD)
